Measurement & Verification


“M&V is the process of using measurement to reliably determine actual savings created within an individual facility by an energy management, energy conservation or energy efficiency project or program and IPMVP(International Performance Measurement and Verification Protocol) are international M&V protocol.”

M&V brings clarity for energy saving projects. It is the only way to prove energy saving in any project it should be very well define between ESCO and customer before implementation of any energy efficiency measure. Energy saving can never be measured because represents the absence of energy use as per IPMVP. Basic Steps in M&V

1.Before installation of any energy efficiency project

  • Design the M&V process.
  • Calibrate meters as necessary.
  • Gather the baseline data (all energy and operating conditions).
  • Document the M&V Plan.

2.After installation:

  • Verify that the proper equipment/systems were installed and are performing to specification.
  • Gather energy and operating data.
  • Compute savings as defined in the M&V Plan.

Identification of Saving

Energy Saving will calculate by considering the M&V guideline defined under International Performance Measurement & Verification Protocol under four (4) option certified by CMVP.

Option A – Partially Measure Retrofit Isolation

Savings are determined by partial field measurement of the energy use of the system(s) to which an ECM was applied, separate from the energy use of the rest of the facility. Measurements may be either short-term or continuous.

Partial measurement means that some but not all parameter(s) may be stipulated, if the total impact of possible stipulation error(s) is not significant to the resultant savings. Careful review of ECM design and installation will ensure that stipulated values fairly represent the probable actual value. Stipulations should be shown in the M&V Plan along with analysis of the significance of the error they may introduce.

Option B – Retrofit Isolation

Savings are determined by field measurement of the energy use of the systems to which the ECM was applied, separate from the energy use of the rest of the facility. Short-term or continuous measurements are taken throughout the post-retrofit period.

Option C – Whole Building

Savings are determined by measuring energy use at the whole facility level. Short-term or continuous measurements are taken throughout
